To see what I mean, let me explain this: In Sonic 1, notice how Green Hill zone was not just a level-layout. It had flowers, palm trees, waterfalls, it had LIFE. Your picture has no life in it. And the green blocks all have the same rotation, try rotating a few. The way you used the fish from the S1 Special Stage in that pillar is pretty darn neat! I assume from the pic that you're going to be using the same pseudo-3D water effects that were in Nexus' Pristine Palisade. However, I think you should brighten the color of the water; it looks too dark down there. As for suggestions for the floor, since you said you're going to be using tubes in this level, why not use pipes for the flooring? You could possibly use sprites from Oil Ocean for that.
