However, if for some reason you want to reconstruct Sonic 1, you can download level maps from various sites, and use the tiles and sprites here to remake it. Why exactly do you want to do this? However, I'm going to venture a guess that what he's doing is over your head (no offense, it's probably over mine too), and you should still start out with rom hacking. Actually, nope, he used SonED2 wich allows you to dump the level layout and collision masks. That's also how I did my Sonic Worlds WIP test.
