Look at it this way.. you are a middle aged business man and you go to enjoy a strip club. The club is consistantly overrun with 18 year olds, who tend to be rowdy, loud, and rude. Is that where you want to go? Not only that, alchohol is a major part of strip clubs, and if you aren't 21, you aren't making the clubs money. It's about 50/50 in Maryland, but there are almost no 18+ clubs in D.C.. The ones that are 18+ are very seedy and not a place you want to be anyways. I assume this is because most people who live and work in Capital City tend to be high-profile in one way or another and don't want kids mucking things up. Once you hit 21, go hit up Camelot. It's pricey, but the women are the best in D.C.. Drinks start at like 8 bucks too. And don't even bother asking what a private dance costs. Bring like 40 bucks, buy a few drinks, spend the rest on tips, look, and leave. Otherwise they will have you spending like there is a hole in your wallet.
