Also is used when the player is under the water.

You can use decimals in between the 0-1, like, 0.1, 0.01, 0.23, etc depending on how slow you want it; the smaller the difference between the scrolling the more decimals you want to use, like, if you want it to move faster than 5, but slower than 6 you can do something like 0.55
