You put that in whatever you want to follow the screen. That way, it'll appear to "lock" to those relative coordinates. But it'd probably be better to draw it with those x/y coordinates rather than change the x/y values, cause those might lag behind the view a tad.
So if you're not drawing the HUD yourself, you probably should (in one object would be nice organizationally) and you'd just have view_xview[0] + x_offset, etc. (note: in this context, x/y_offset are just placeholders for numbers you will put in, different for each drawn thing) For example:
